Lead Researcher in Native People Land Issues

The Monitoring, Evaluation, and Learning for Sustainability (MELS) is an Activity of the United Agency for International Development mission to Peru (USAID/Peru), implemented by EnCompass LLC and its partner, All In for Development.

MELS provides support to USAID/Peru in the design and development of evaluations and studies to improve the use of evidence and learning for decision making (Component 1); strengthens the monitoring, evaluation and learning capacities of USAID partners and government institutions to consolidate their monitoring and evaluation systems (Components 2 and 3); and technically assists USAID and partners to improve collaboration, learning and knowledge management for sustainability.

Position Description

EnCompass LLC is looking for a lead researcher with expertise in Amazon native communities’ issues to assess the situation of land rights and titling in Peru, responding to the following questions: How are the advances in the titling and recognition of indigenous communities? What is the historical perspective of public policies? What are the problems in the process of titling and recognition of indigenous communities? What is the impact of land titling on poverty and inequality? What is the relationship with gender equality and gender-based violence? Have there been any undesired impacts in the indigenous land titling process?

We are looking for someone who has demonstrated experience conducting studies about Amazon native communities’ issues. Must have recent experience conducting in-depth interviews on site and through online platforms. Able to brief in Spanish to high level officials and stakeholders on the findings of the interviews; must be proficient in English, level 3.

The consultancy will last about 35 days and will run from March 21 to May 16, 2022. Most of the consultancy will be performed remotely but the consultant shall travel to Pucallpa and Iquitos to conduct in-depth interviews.

Position Duties and Responsibilities

Essential functions:

  • Participate in coordination meetings to discuss the strategy, schedule and progress towards answering the assessment questions.
  • Organize and supervise the desk review process, designing the matrices to process relevant information and evidence. Identify other documents and publications that might offer relevant information.
  • Prepare the interview guidelines and conduct/supervise interviews with key stakeholders (around 10).
  • Organize and supervise data processing in matrices structured based on previously identified relevant topics.
  • Draft a 15 pages report, either in English or in Spanish, answering the assessment questions.
  • Include comments and suggestions to the draft report and supervise the translation.

Position Requirements

Academic Qualifications

  • Professional in social sciences or other related to the objective of this consultancy.
  • Master’s degree or postgraduate studies in Amazonian issues.

Experience and Skills

  • Minimum of 10 years of experience in development research, with focus in Amazon native communities.
  • Experience in preparing synthesis research reports.
  • Recent experience in conducting in depth interviews through online platforms in the context of the pandemic.
  • Ability to liaise with native organizations and communities.
